Rhode Island has begun enforcing a new levy on expensive homes that sit vacant for much of the year, and the policy has quickly picked up the nickname “Taylor Swift tax” because of the singer’s high-profile Watch Hill mansion. The label has made the law sound playful, but the measure is really about raising revenue from luxury properties that are not used as full-time homes.

Now that the tax is in effect, it is drawing attention well beyond the state, with Taylor Swift’s estate serving as the headline-grabbing symbol of the change. The tax applies to residential properties assessed at more than $1 million if they are not occupied by the owner or a tenant for at least 183 days a year. It adds $2.50 for every $500 of assessed value above the $1 million threshold, on top of existing local property taxes.

For a mansion like Swift’s “Holiday House,” which is assessed at more than $28 million, the added bill could reach roughly $136,000 annually if the property does not qualify for an exemption. State officials say the revenue will go toward Rhode Island’s Low-Income Housing Tax Credit Fund, which supports affordable housing development across the state.

The potential reach is significant. More than 22,000 homes have been identified as being valued above $1 million, with over 8,000 flagged as non-owner-occupied and potentially subject to the tax. There are exemptions in place for properties rented long-term for more than 183 days each year, as well as for registered short-term rentals that meet occupancy and tax rules.

While the policy reshapes attention around her coastal property, Swift herself is drawing a very different kind of spotlight in New York.
